The Committee on Transportation and Infrastructure moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:
Eng. House Bill 4410—A Bill to amend and reenact §17C-12-1 of the Code of West Virginia, 1931, as amended, relating to requirement that motor vehicle drivers stop when approaching a railroad crossing and not proceed until it can be done safely; defining "on-track equipment"; expanding stopping and safety requirements for presence of on-track equipment; and providing criminal penalties for violation and levying of three points against a violator's driver's license record unless the electric or mechanical signal device is malfunctioning.
